Nah. Just find farm. Viper is good against TA only early game. He cant do anything mid game as long as you find farm.

Btw is that a serious question considering your MMR and win-rate on TA think you would know better, but if you are serious this is hypothetical I was thinking maxing psi blade and 1 point into meld to avoid harass but he has that annoying corrosive skin, I honestly dunno, haven't played that match up before but those are just my thoughts. Hopefully someone who has played that match up in the higher MMR's can answer for you and let me know as well. :D
maxing meld gimps your farm later on and it's not even that good vs viper

when he feels dominate on line just ask your supports to smoke gang him twice and viper is done while TA gonna farm fast
Viper beats ta in lane, but ta absolutely demolishes viper in mid/late game
Never max meld on ta, you just can farm neutrals, just leech and stack ancients or jungle, then farm it
desolator and meld.
viper can still win he's more faster and can buy dust and Ta can't run awaly.
Actually the only time you max meld as a TA is against ember, you get 1 skill point against QOP but QOP is shit unless you are sumail

And ask people to gank mid. Vipers so bad vs multiple heroes. Slow, won't have passive maxed yet to slow attackers, has no burst to counter you. He will just die to stuns.
pull creeps to tower -> last hit -> buy blight stone -> go to jung before min 3 or stack at min 3

^i think if he's not that aggresive you can double aggro pull
ask your support to stack some camps,lvl 2-3 just go to jungle directly and wait for the wave to push (or maybe let your support in lane)
