Halberd is really really good if enemy team drafts high damage right click heroes like troll, lc, etc. But I think it should be in the situational column.

I have found Halberd is a bit over powered for its price since the 7.06 so I pick it up more often. Most players never suspect the Halberd Kunkka and it also makes it incredibly hard to push high ground when you disarm the enemy and then X them into Torrent.
