In that case what has offlaner left? That would practically be the end of the solo offlane, If he cant get quick level up by pulling creeps he will be more prone to zoning, with 7.09 supports have more money for regen so offlaner cant trade hits with them effectively. Jungle is busted so he has nowere to go for exp.

The best way to play vs this imo is that u just run around tanking the creeps between your t1 and enemy t1 until ur second creepwave comes and then you just make the waves meet. Usually this means you miss out on 1 wave of xp/gold but if your supports chase him between his t1/t2 and harass he won't get much from the pull and afterwards the equilbrium will reset favourably for you. The strat doesn't need a nerf it's one of the few things keeping offlaners in the game right now.

Well it was possible but now its really necessary, without it offlane is unplayable really, i think people do it often now because there really isnt other way to have a slight chance of winning since other options dont exist anymore.
Jungle is nerfed heavily and denying is OP now.
Ppl go for runes instead of
Blocking and have to resort to cheap tricks

they should arrange the safe lanes so that the opening in the trees to pull the creeps are under the tower, so the offlaner has to take way more risks to get the pull to work
