Well, it is technically true to say that Valve shut down Dotabuff, although they didn't do it directly. But yes, Dotabuff did overreact to the change. Anyways:
Dotabuff did indeed offer a subscription (at $6/month) just before shutting the site down.
Valve has made no official statement on why they chose to implement privacy settings when they did.
This is all I know for fact right now. Anything else I could say is either speculation or personal opinion.

People are blowing things out of proportion, especially Dotabuff,
who blames Valve for "Shutting them down". We need some clarifications on
the accusations and assumptions people are throwing out.
Like for example:
Dotabuff's data gathering method violates the ToS that Valve enforces.
Dotabuff plans to monetize data from Valve. via "subscription" and not donations.
Asked Valve if what they'll do is ok, didn't receive an OFFICIAL answer,
did it anyway, and now they're nuked to hell for not waiting.
We dont need assumptions or theory crafting, we need hard facts and evidence.
Was there even a statement after the whole Jan25 post? What were their reaction
to Cyborgmatt's post about the WebAPI? Did they just put ALL their eggs in one
basket when they know it could have been booby trapped by techies?
We need answers DB, and Valve too for that matter.
