Pubstomping easy with clock. People don't expect you, people don't bother to counter you as much as they do pudge, and its just generally hard to counter you. It might take ur friend 3-4 days to get used to it, but after that low level scrubs picking drow will cry with tears.
At low MMR levels the easiest hero to use to win the game is still lycan. People do not port to defend towers and forget to use glyph. Just get necrobook and desolater and you can win the game solo even if you have 3 feeders on your team.
ck and any good lane support will stomp any team unless they have lifestealer or something.
naix and slark. bounty is good if you can get your team to push before you fall off. spirit breaker also destroys pubs since people don't even realize what hit them no map awareness either.

It is quite the sight and used to be my most played, non of that jungle shit though just a straight up lane.
He fell out of favor with my team cause I ended up having to mid for the team and so never really played him in like a couple months.

It is true, a good mid can really stomp a game.
QOP, Skywrath, Magnus, Pudge etc. Depends on how you start, who you are up against, how you gank etc.
Can't be gauged but based on play experience with Ming I will have to go with Diamond. TA is a good one but so so so easily countered.

Magnus = Counter
Pudge = Counter
Think about it, two mid players of the same skill you pick TA everyone will instantly counter with a mid cause there are so many sadly.

Jugger is a good hero and can stomp. TBH all the stated heroes can be good and more at stomping if you know how to play them confidently.

Pudge counters TA?
ya right, maybe rot removes the shells in less than a sec (depending on its lvl), but it doesn't remove the extra dmg from refraction, if she lands those 3 attacks with ur rot on, u might escape at 200/700 hp, if she is dump enough to stay and farm with low hp, ie lower than 60% of full hp, then at that moment, Pudge can have a chance, a rly small chance to kill TA, unless she mans up and starts hitting, and manages to dodge the hook,

Magnus is the worst hero against TA, he is absolutely shit against her, he is gd for spamming his shockwave, however, she got refraction to block its dmg, and he is melee so she can pretty much out harras him, unless he gets a magical inv ruen and manages to successfully skewer her into tower range, then he might have a slight chance to kill her, if she is full hp, he can't, because refraction can block at least skewer dmg, 1 attack from magnus, 1 attack from tower, that is like 250 dmg at least, and also she can go inv when out of tower's true sights range
I am talking early game. You aren't gonna mid till level 10 are you TA takes a few levels to be safe in a mid lane and you have to try to weed her out before then. It also depends on the level of skill of each players, I will agree Magnus is not the best counter but I am a pretty good magnus and if you can skewer into on-coming creeps and a tower neither hide nor refraction will save you. I would never spam shockwave on a TA or PUCK mid, its just not practical.
Pudge is a given really, hook to tower + rot.
This is based off an early game, level 6 pudge and magnus are a go from mid. TA has to linger picking up at least the bottle and boots before making a lane presence, usually around level 8.
This is based of the TA's I have played against sadly have not seen any good ones, in fact haven't seen a TA in game with me for awhile. Think she has just fallen out of play by a lot of people.
Again to dampen the indignant fires of comeback, TA "IS" a good hero and a good mid but can be outlaned by a number of heroes and picked off early if they are even remotely good at what they do.
Still, TA is good.
In the current shitty system of matchmaking the only way to 'pub stomp' is to play with a wisp combo, on lower wins this would guarantee a 90% winrate no matter how shit your team is (unless they leave) even if it's just the two of you plus three randomers. That is of-course if you really know how to play wisp and the other person is capable of carrying the game.
If that's not for you then the only other way is to choose a hero which has potential during all stages of the game and go solo mid with that hero.
You must check every rune and you must help other lanes. That is the key to 'pub-stomping'. That is why heroes like invoker are SHIT and useless because invoker has no real presence on the map until he reaches at least level 11, where as a hero such as Queen of Pain can gank any lane at almost any level assuming she picks up the right rune.
My personal favourite is SF, even though it is a weak mid hero - as soon as you get shadow blade you will get plenty of kills since people won't be buying dusts at 12-14th minute of the game. Massive late potential with a free +72 damage and a minus armor aura.
Other heroes to consider: QOP, TA, Gyro, Storm Spirit, Warlock.

Bounty Hunter, with a little brains. If you survive, Track EVERYTHING that moves and jihada people without dying, and all of this is quite easy, you will snowball out of control.
