EDIT, I understand that you mean you pick it to counter heroes like bloodseeker and void, 'pick for' can be misleading, you realistically pick AGAINST bloodseeker and void

I mean yeah you have a slow already, but i usually pick it against heroes like bloodseeker or void for further slowing. I consider it situational but even situational, do you consider it a good pick?
