Not really, there are already well made groups and stacks within the dotabuff/dotaexchange/dota2 communities and your best bet would be to get in on one of the guilds.

Dota Exchange is a community started by Havoc as well as a few others in order to form a community that was centered more on constructive criticism for those striving to improve, and the discussion of various Dota related ideas rather than a potentially toxic forum that is centered more on complaining about MMR. Basically it's for people who, instead of complaining, want to do something about it with a whole group of people to ask for advice or just chat.
And that is exactly why Dota exchange exists ^^
