I dont see it being useful as you want a blink then abyssal/sheep for control. Any other item is situational or luxury. What would you want to refresh before these items above anyways.
Its not that good, Ursa already has mana problems from using q and w, I had hard time having silver edge one game ran out mana way too fast. 5th to 6th item mbe but only if you have bkb and hex/abysal blade as well. Mbe even Satanic.
And if enemy have something like am or mana drain hero like pl or specter with difuzzle dont get it.
It is totally viable however rather for items than for his skills.
Boots blink bkb hex abyssal refresher would be an example. In addition double ult is totally fine
That's going to slow down his core items a hell lot, and is generally not recommended as he would benefit better from more damage items (Abyssal, MKB) and HP items (Heart). And a Refresher Orb actually cost somewhere near what a MKB or Heart would cost you, so buying Ursa that would actually give time for the other team to catch up, if it don't work well later on.
And speaking about Refresher people would buy it only for the active skills it can refresh. What I think would be relevant in the case of Ursa is only his new ultimate which reduces all incoming damage by 80%. 8 seconds (instead of 4) of 80% damage block of all types is good on paper, but you would not actually need it for that long if you got your team to back you up and you are not stun-locked or kited so hard (Bristleback, Drow's Frost Arrow? lol) that fighting is not an option.
And even if you have such a healthy lead that you can actually afford a Refresher Orb, you would want to not give it up and continue building your core items as mentioned above. What I suggest for tankier build is a Satanic (unless you went for Desolator), as not only it gives a good strength boost, its active is also very useful paired with a BKB during a fight, preferably activated right after using Overpower. One more good thing is you can build it from your existing Helm of the Dominator, if you went for it instead of the classical Vladmir's Offering.
Hearth not that good on ursa anymore and when u buy refresher u also buy another bkb, blink ,hex, abysal stun and hes ult. all this things together are better then any item in game.
It's not like tide, mag, enigma who can refresh into really strong aoe disables. Remember the stats refresher gives now too. You mostly get regen and very little damage other than the refresh ability. It doesn't even come with int anymore, so it is pretty awful to get midgame. Late game 5/6 item it's good though.
i guess its pretty good, since your core items are phase boots, any lifesteal, dagger, bkb, hex.
Hex and BKB and your ult are perfectly working with a refresher orb.
