just get an early level in it instead of maxing your Q first and their oflfline will cry so much tears you can refill your bottle with it

It's just other way to annoy.
Especially good vs offlaners,which need MANY mana, like Timber,WR... you get the idea.
@JDF8 IIRC when he's in ball lightning mana leak has no effect, so he can still perform most of his combo without losing much mana or getting stunned.

MANA LEAK
Behavior: Unit Target
Affects: Enemy Units
Pierces Spell Immunity: No
Weakens an enemy's magical essence, causing them to lose mana as they move. If the enemy loses all of its mana, it will be stunned.
If the target travels over 300 distance in less than 0.1 second (by using blink skills, for example), Mana Leak will not decrease its mana for that distance.

5% of mana for what distance? also its work not like 5 + 5 + 5 %%, its like n% for every 1 range you pass.
