probably i missed something, what does this "not eligible..." stuff mean? how did you get it?
Back in the day when there was no rating and win rate was everything people used to queue odd modes on odd servers esp. the new ones like south africa cause they padded the player base with bots and with the players you did find the MMR disparity was crazy.

Im a "This player is not eligible for inclusion top player rankings." player for more than year (or may be even more) :)
Is there some kind of procedure to remove exploit flag from my accaunt?
Sadly, im 5300 player and rlly wanna watch some top100 statistic for my signature heroes like Lycan and others, without creatin a new accaunt. Especially when i play only ranked games vs real people all the time.
Now, when a lot of time passed, I see that dat exploiting was totally sensless and I made a 322-like mistake. I'm sorry and my apologies to dbuff stuff and Dota 2community.
Wanna read stuff answer for this wish to go back to legal players
