London Road: I played with pretty much the exact same for a couple of months when I was abroad with a really crappy Celeron Laptop. Had ~10fps in lane and in lategame teamfights I could issue one command before it just freezes.
Still, I'd like answers on the actual question in the topic.
i think i played venge once in sea, and had about 450-650 ping.
it was pretty easy to get used to, it was just click and then expect your hero to do the action a couple of seconds later

and yeah i have to say i was stacking with a guy, and "high skill" felt like 1k mmr.

Junglers don't need to wait for last hits so they can do well with high ping.
imho the hero that avoids last hits as u mentioned and in addition the hero that avoides using spells in team fights.. means right click hero who mainly focuses on towers , can think of np only ..
Lich is the ultimate "I don't care about high ping" hero. Even if you click a creep next to the hero you wanted to ulti, RNGsus will listen to your prayers and bounce right back into the hero, twice.

Hi, I'm thinking of maybe giving Perfect World servers another try (I had pleasant games there before) or see what kind of cultural differences pop their head when queuing on SEA (getting called a bobo instead of a cyka probably) but on those servers if my memory servers me correctly I get a ping of 250-300ms.
So: Who do you think are the heroes that are least affected by a high delay? Probably someone who doesn't have to contest last hits in lane via autoattacks too much would be good.
Kotl and a roaming bounty hunter seem like decent ones maybe.. Techies might be good although throwing remote mines on enemy would be hell.
