for average skill level, it should actually be:

1. Most effective/best hero
2. Hero Counters
3. OP Heroes

Don't emphasize combos unless you really have good team chemistry and have practice the execution a lot

agreed, but sometimes it's just a dilemma when the enemy lineup completely counters your most effective hero.

Its a balance between those things, i would say that people should pick their best heroes ( or heroes they know how to play ) and that can counter the enemy team, synergy in pubs its not THAT important.

I still get irked when someone on my team picks void and everyone else on my team picks melee heroes.
