There are 3 rules that the creeps check but you can google some old dotacinema video about this.

Ideally you want to be able to get behind them and harass them/trade if you can. This assures you're out of the creep aggro range (and you will be because he's forcing creeps to attack him away from his own creeps most of the time). But smart offlaners won't do this when they're vulnerable, they'll recognize it and just try to sap exp until they see they have a chance to aggro the creeps and get some farm.
The solution to this problem is simply to be smarter than the person you're laning against.

If u wanna know how to do it's like this.
When creeps are attacking a target, there's an aggro range. If you're in that range and u right click on any enemy hero on the map, all the creeps will reset their attack target to u and try to catch u and i think the duration of this effect is about 1 to 2 secs. So u get close to creeps, u right click on enemy hero, u get back and aggro resets but the enemy creeps are closer to u now.
Again if the enemy creeps/tower are attacking u, u dont gotta go all the way back to reset the attack priority. U right click (or A click) on ur own creeps while standing behind them and tower/creep aggro resets and they stop hitting u and start hitting the nearest unit to them.

Hi guys. I'm at low 3k but playing with friends 4.8 acc for a while. I saw some ppl, especially offlaners, crushing creep equilibrium. I mean i think they first click on a hero than going back and make creeps closer to him. It makes hard to prevent them getting exp and they sometimes do a couple of last hits. My question is how do they exactly doing this? And how to counter it? When playing a sup role i feel i should stop him doing this. If there is a video pls share it for me. I appriciate your help guys. Thanks
