A lot of SEA (pinnoy) players queue in AU servers, so short answer is no. Some games people are great, in others they are feral, much like in any other server I would imagine.
Nope, on average a Canadian server would be better, it's just statistically and stereotypically proven. lol
A Canadian server would be far out of reach from Peruvians and Russians, they'd get relatively high ping, and it might discourage them from coming as much.
I think US West is okay, but it's a little too close north of Peruvians, so I also make sure to que for US East too.
Canadian Server + US East would be the best servers hands down.
No, the reason i still say US East is one of the best servers is cause AU has long que times, and the skill level is lower. Just trying to factor everything in. Just my unimportant opinion though, you're free to believe whatever you want yo.

way easier to win in AU than in SEA. That's how i got my 5k mmr Kappa.
Above 3k you stop seeing pinoys in the Australian server. Mic use is pretty good though some games you get people who just will not communicate or coordinate whatsoever - eg in my last game 4 of us were on the mic trying to coordinate stuff, 1 guy doesn't say a single thing all game and just goes off and does his own thing.
Only thing is the lack of higher skilled players (at least in unranked) makes quite unbalanced games once you get a slightly higher unranked mmr. I regularly get matched up with people with 1000 ranked mmr points higher than me in unranked (Im currently 3.4k ranked and I get 4.4ks in my unranked games).
Also seems to be very little flaming (unless it's me because I'm tilting out of my mind). Certainly compared to what I see when I queue SEA server or the US West servers on my smurf.
yeah ive heard that aus server is netflix and chill but retard players.. but well people are gentlemen there in most games like DayZ

In Aus sometimes you get the odd brain dead fuckwit that calls gg every time someone dies, the guy that is completely clueless and doesn't know what the hell he is doing and then the player that is really good and knows what he's doing, that is Australia.
I can never figure out how people come to the conclusion that "X server is more skilled than Y server". Just cause you might have had an easy game or two in X server, doesnt mean the skill level is lower. Please, someone elaborate without just pulling reasons from your ass. Some stats would be nice, if they exist.

its hard to compare as I haven't really played on other servers, but I would expect it to be better than NA servers.. and SEA (for sure)...

imo that comment is usually made for the higher end of the mmr scale, otherwise it's just in jest. if you consider skill level in a population to be distributed like a bell curve then the number of 6k players in aus is much lower than that of any of the other main servers. case in point there's only like 30 active aus players on our server who are >6k. there are hundreds of pros that pub players can play with on the other servers while we have no one of relevance. we're completely stagnant as a dota community and what little talent we do have ends up being poached.
we're also geographically isolated so there's not much opportunity for us to play on other servers compared to the freedom that europeans and americans have. some of us can play on sea but i get 300+ ping to their server so go figure.
i'm sure this stuff doesn't really matter for your normal skill games
