arc warden is underpowered
the reason valve nerfs arc in every patch is because its going to be in CM soon and valve doesnt want another Earth spirit incident in tournament scene
it will be buffed later on or nerfed depending on pro scene
btw divine rapier build was terrible on that hero, success rate was very low
