I'd say the win chance is 70% in favor of the higher player assuming they are both mid players who did not buy accounts.
If it's a 3k mid player vs. a 4k offlaner or support main being forced to mid, it's probably even. 40/60 if it's a 4k carry player forced to mid.
yes, its possible. its just not an indicator of being a better player - the required skillset is too narrow.
playing mid is a specific skill just like playing offlane or carry.
if the "4k" is a bad mid player, then yes ofc he can lose the lane.
but his odds of winning the game as a whole is still much higher than the 3k.
I once won in a 1v1 mid lobby (sf vs sf) against a 3.6k friend who mainly plays mid/carry. He doesn't know how to play sf though apparently
from 10 games u might lose 1 also depends on a player some might crush all 10 games if it's some kinda support player he might lose all 10 xd

I've lost mid to 4ks before so I see no reason why 3ks can't win vs 4ks. Just depends on matchup, how good each player is at their respective heroes, any rotations from supports, rune luck etc.

Also, I'd say it depends on the average mmr of each player. If 4k guy had peak at 4900 and 3k guy had peak at 3100, obviously, chances 4900 will lose to 3100 are pretty small, since it's almost 2k mmr gap
