so many abilities matter in different ways. i dont time them exactly though i just have a feeling for how long it will be.
like if u see a tinker in lane at 15 mins and you're an antimage you can't kill him cuz he will just laser you and blink/tp/or something away. but you see him use laser for a LH go smack his dick around. it's not really that hard just make sure you're always watching for these things.

Mostly the long CD, but the short to medium CD spells always catch me off guard. Something to work on.
every time there is a linkens i pay attention to the cooldown, slark cooldowns on sb and ult. However there are many things i still need to work on, cooldowns for utility items like force staff or glimmer cape im terrible with and need to pay more attention too.

nobody memorizes stuff like force or glimmer cd they just know that in 90% of fights u can only use it once so when it's popped they just take it out of equation

i never consciously did this and am trying to because it makes split pushing and using shit like lotus orb way easier
