Shrines are the biggest change i have noticed. You need more regen in lane and actually get rewarded for winning your lane. That said, the presence of afk minute 1 junglers is nauseating. People think they can jungle faster with 1 min respawns but nobody within 4 mins can possible flash farm that quickly aside from maybe an Enigma or Veno.
if your plan was to afk jungle for the first 7 mins to get an item, it now takes 8:30 or so thanks to reduced xp. If you hit proper farming patterns in 7.00-7.05 you didnt run out of creeps prior to that point anyways

With lane bullies being encouraged middle and the lost of an early Shrine, SF seems to have suffered. Also, it is generally preferable to Raze lane creeps rather than neutrals because lane creeps have no magic resistance and leaving the lane quickly lowers the possibility of getting ganked or harassed.

almost always, unless the lane bully is so strong they can kill sf repeatedly or they have supports ganking, sf will break even regardless of laning, because he can farm jungle so fast.
also once u have treads Aquila bottle and wand, mana isn't something u need to conserve enough that u cant use raze for neutrals as well as lane creeps. sf is definetley better imo, just break even earlier levels, then shove lane and go stack the large camp, repeat, take enemy mid tower, farm ur stacks, get a few early core items and snowball hard. the simple change back to being able to stack is huge for him, he can rice the jungle very fast now.
SF is buffed dude. Raze lane creeps, then go jungle to stack/farm. Repeat. He got better farm efficiency now imo.
sf is a god tier mid now , you snowball hard , you win your lane, you can win 30 mins with him
Well, I was right about the tri-lane changes. Lane bullies were buffed but still not top pick. I misinterpreted the death loss gold as reward bounty gold for the enemy, which led to some incorrect conclusions. I was correct about SF. He is no where to be seen, and his winrate dropped a few points.
5 games in a row i assume my jungler or support stole my mid shrine ROFL

Note I have only played 1 game since the patch. This post is speculation.
Significant
Creep denies now grant the denying team 30% of the XP bounty -> Lane bullies and poor junglers are better in middle now, especially against heroes that jungle early. Carries get more xp.
Normal deny XP increased from 50% to 70% -> Offlaners that stay in lane are buffed.
Shrines now start on cooldown and become available at 5 minute -> buffed lane bullies and nerfed off lane. Lane bullies get 5 minutes to torture enemies. Squishy heroes, like SF, will struggle against bullies more middle.
Neutrals now spawn every minute instead of every 2 minutes -> Extremely fast and efficient clearers buffed. SF seems to be weaker due to sustainability nerf. TA, Lina, and maybe Zeus seem to be the only middle laners to benefit from the neutral change. Off lane possibly buffed.
Neutrals now give 20% less XP and Gold -> moderate to slow clearers nerfed. Jungling seems unviable for most middle heroes now. This change and the deny change seems to encourage off laners to stay in lane rather than jungle.
Siege damage type vs structures increased from 150% to 250% ->early push buffed and (edit) split push nerfed
Siege creeps HP increased from 550 to 825
Regeneration coming from strength increased from 0.03 HP per point of Strength to 0.06
Death cost from 100 + NW/50 to 50 + NW/40 -> Nerfed early game heroes significantly while greatly buffing late game heroes. Off laner buffed. Supports that need less gold are better since kills award less gold now.
Less important
Creep aggro duration reduced from 2.5 to 2.3 -> slightly buffed lane bullies. Off laner slightly nerfed.
Creep aggro cooldown increased from 2.5 to 3.0
Siege creeps spawn every 5 minutes now-> encourages 1 big push every 5 minutes
Conclusion
Off laners and middle laners are encouraged to stay in lane. Bullies in the middle seems to be the best currently. Carries seem to be able to have the most impact. Fast, late-game clearers seems to be the most optimal for carries. Supports that depend on gold or struggle to obtain it are worse. It might be optimal to run a tri-lane now due to the bounty nerfs, jungle spawn change, Shrine change, and deny xp change. The more frequent spawn rate encourages a tri-lane to optimally pull. The Shrine change makes off laners less sustainable in the first 5 minutes. This encourages players to bully them. Additionally, the deny xp change will allow off laners to gain more xp. The reduced xp for jungling makes jungling for off laners nonoptimal, so off laners are encouraged to stay in lane. Running a tri-lane will make it easier to push off laners outside of the xp range, which will deny xp and force them into nonoptimal jungling. Also, there is more xp in lane to circulate due to deny xp change. Running a tri-lane will allow the carry to better get all denies and last hits. Split pushing seemed to have been slightly nerfed. Its strength lies in being a constant threat. With the less frequent spawn of siege cannons, there is less of a continuous threat. The patch has impacted each lane as such:
off lane: nerfed;
roamer: nerfed;
middle: bullies buffed, almost everything else nerfed;
carry: significantly buffed; and
support: slightly buffed.
