Enigma builds can naturally fit in arcanes/greaves/aghs/shivas/whatever int item into the build, silencer mostly always has a huge mana pool, so the one this question would most relate to is magnus. But if you put 5200 gold into it, isn't it kinda fair to be able to actually use it without depending on extending your mana pool first?

Or you could use this bunch of gold to build proper tiny and do 1231231231x more things instead of this cheesy meme.
And I don't think it's to restrict heroes from using it, because you could literally compensate for this by holding an energy booster in your inventory most of the time. It is just kind of dumb. Heroes are already restricted from double ulting/using all their spells twice by their poor mana pools most of the time.

Yes, but this is the exact issue I am talking about. This means if you're a carry that doesn't build int or arcane boots, you are basically banned from a refresher orb if you don't have a mana pool to use all your spells twice PLUS the refresh. The thing is, heroes with poor mana pools also mostly have low cost spells (well, baring crystal maiden), so if refresh cost about 100 mana, they could double ult once they have got some levels. But since it is over 300 mana, it erases most of their remaining mana pool after they use their stuff once.

Aside from the fact that the item provides poor stats for the price, the active's mana cost makes it pretty prohibitive, not to mention it requires you to build a mana pool on many heroes to actually use it, and there are a lot of heroes and builds that just have none. Would it still be balanced if it had a really low mana cost, making it possible to use without carrying around random full wands, energy boosters and similar items just to be able to use it? What heroes would benefit from it having a low mana cost the most?
Also worth mentioning that its mana cost has not changed since all heroes had lost +20 stats across the board, and not all heroes have int/mana talents.
