You lifesteal from dagger and desolate but not dispersion. I guess you could try it since spec buys rad and manta anyways, plus you can permanently dagger a guy without the 25 dagger talent.
I was thinking it quite usefull with dispersion, but as you say it doesnt work I am not sure its viable with only dagger, radi and desolate...
EE buys it, but when I initially suggested it to Cookie he said it was bad.
However I'm sure it is viable because of the Haunt cooldown reduction.
