Well, my MMR isn't that high, but I just played a game with Gyro (Carry Safelane) and he feels really good to play. It's even worth getting one point in Homing Missle at LVL 4 I'd say since the cast point was removed with 7.07. I maxed out Rocket Barrage first and Flak Cannon afterwards. I bought Phase Boots, Aquila and Aghs and then our game was over :D. Purge trusts in Aghs too and I think buying Aghs is viable. I guess a Dragon Lance would be nice too and some Lifesteal + DMG ofc.

do they need to rework flak canon 
well I mean his ult is not a carry ult but flak canon is a carry ability without being an ultimate, he doesn't really need a better ult to be effective, with a lot of levels he is way more dangerous than a lot of carries, items help him right click and get on top of people, but he can kill people just fine even without them, his power curve is way different than that of most carries
He's fine, but he's not the best, which is why people still pick AM, Ursa, or Spec as the hc.
His biggest problem is that he's the only HC in the game without a natural defensive ability.
AM can blink. Ursa's ult helps him tank. Spec has dispersion to reduce incoming damage. Slark has inv. Even Sniper has 3 charges of AOE slow that can help him get away from an incoming gank.
It's really easy to gank and kill a Gyro, and slow down his farming. Even with MOM Phase and Aquila he has sub-1000 hp, which makes it real easy to nuke him down.
And games where he gets to farm SNY/Pike/Butterfly/Satanic, you probably could pick any other carry and win regardless.
I'd pick Gyro for fun in unranked games, but when your precious MMR is on the line, get a better hc.
gyro is really fine/good right now (as long as you know rocket barage is a garbage spell -like it always has been, in his entire history, bar arround ti5, when no cast time and great damage, in which case it was just good, but still weaker than his other spell-).
awesome power spike at 15, and he can change the course of the game, either full fight, or map manipulation later in the game, depending on what is needed
