Assuming you are alone in lane. What I'd do in each case.
Dominating lane:
1) Pressure the lane to either force tps or get the tower or kill the lane opponent or all of the 3.
Losing lane: assuming you are playing a beefy hero and carrying shit load of regen.
1) Play it safe and leech xp, if possible mess up enemy pulls (core will be busy farming so you can just run over their supports while they are pulling). Once you get level 6 you either rotate, or try to exert pressure in lane with your level 6 power spike.
2) Play behind enemy t1 tower. You either force tps, force the core to chase you and miss all cs to their tower, or you farm.
I am the Ursa offlance spammer with MMR divine gate keeper for a long time. If your win your land with or without your pos 4, you should not chase after enemy carry in jungle or tower. You should go to other land to focus on tower step by step. If you lose your land with or without your pos 4, you will became a dog in dota 2 game even in pro is the same as us. 
When I played vs good offlaners they are first of all good at 3 things:

It really makes the lane hard for you, especially if your support is a guy out of tokens forced to play support.
Other than that:
- using your abilities both to get cs and harass your enemy (eg. anchor, mars 2nd etc)
- using spells to get your enemy off the wave while creeps hp is droping low so you can DENY (playing a lot of mid helps with that playstyle a lot)
You also have to understand your matchup and team composition. Sometimes its worth to just let the guy free farm and take exp if you are countered, but you have late game. For example Tide into Slark.

Yeah pretty much, I can see that I'm miles away from some people when they just control completely the pace of the lane by aggro pulling and denying every single creep. Overly agressive Offlaners who don't take in consideration farm are usually bad and don't scale well into midgame. Coincidentally when I let a safe laner get freefarm I know I already lost the game lol.
If you can get into a "denying contest" with the enemy safelane carry as an offlaner, it is really good. His gold gain is much more important than yours. In the early game, you should try to get the equilibrium as close to your tower as possible. It opens up all sorts of "jump scare" opportunities for your support and it makes the safelaner really uncomfortable. Which makes him miss even more last hits, even if he is a good last hitter. This will force the safelaner into the jungle or going to another lane. He isn't getting good farm if he cannot get the lane creeps from time to time.
Once the safelaner is off to the jungle, you need to start pushing the lane and hunting for the support, if he is still there. You still should deny your own creeps, so when the safelaner comes to take the creeps, there isn't all that much for him to take. Depending on your hero versus the enemy carry, you can go hunt the safelaner in the jungle too. But unless you have a good chance of killing the safelaner in the jungle, you should go push down other tier 1 towers. The safelaner usually thinks he is pretty safe in the jungle, so giving him a scare or two in there, is always an added bonus. It will delay his game a whole lot more.
The problem with dominating the offlane is this, it may cause the core into the jungle and the support to go play offlane too, so you should then be ready and willing to go help out your safelane as they are now playing 2 on 3... But this game is not about the kills, it is about the towers. Towers squeezes in the map and restricts the space the enemy has to farm for their cores. The more deeper into their jungle you can force them, the less farm they have available. And more farm for you. As the offlaner, you shouldn't be farming your own jungle all too much, and leave those creeps to the safelaner and mid.
As a general rule of thumb on the offlane, you want to hit the enemy carry as much as possible. The carry hero at 100 hp is more useless than him being dead for 5 seconds and coming back at full strength. And keep on denying your own creeps even if the enemy isn't there to contest the last hits. At worst, you will see rotations and maybe even die, but it is more space for your team 1 & 2 to get their items. The offlane role is to die as slowly as possible and being really annoying for the safelaner to play against. Every deny you get, is more seconds to the clock the safelaner has. And if you can push him far enough, the game is going to be easy and there will be no "anti mage has finished farming" moment in the game.
If you get ganked by the mid duing laning, it is better that you lose some time than your safelaner...

You usually shouldn't rush blink dagger on centaur. A centaur rushing blink first will get punished by a bad lane matchup.
A fast vanguard is usually far better and makes it harder for the enemy duo to kick you out of the lane. Or it enables you to kick the enemy core out of the lane if you know when to pull the large camp, when to be more aggressive, and play around siege waves.
Or you rush hood and raindrops if you are facing heavy magic damage in the lane.

Hi guys, i have been playing offlane and would like some advice to get better. Most of the time, i am solo in the offlane while the pos 4 is in the neutrals.
If i am dominating the lane, should i maintain creep equilibrium and force the enemy heroes to neutral cramps or rotate other lanes? Or do i pressure the tower and open up the map?
If i am losing the lane, do i just pull enemy creeps to my tower? If the opponent pos 5 shuts down this process, do i rotate to other lanes or go neutral camps?
Appreciate any comments!
