I am Ursa spammer. If this item increase my Ursa attack range, I would get it too. It is that good 
Sniper just wants hurricane pike and dlance happens to be a part of that not really necessary otherwise. I'd even say a raw dlance is pretty shit on sniper but I don't know sniper that well tbh.
Clinkz can't kill people properly with less attack range since he has no disables and isn't that good at bursting heroes. Enemies can often just walk away if you don't have the extra attack range. No matter what else you build you just can't replace the value of getting that one last right click in. The newly reworked clinkz is foreign to me but if anything I'd say without strafe you rely even more on attack range to kill heroes. Clinkz does also like the stats and the stats aren't that far from what they were when meepoes were buying 4 dlance for stats.

240hp, 16 atk speed, 16 dgm, 2.5 armor, 140 atk range on a squishy ranged hero for 1900 gold...hmm sounds "pretty shit".
well then again, when I was in 2k mmr I rushed mom, daedalus every game and I was barely punished for it, so guess it's understandable that you'd think that way.
Tip: Just break down the rewards and compare it with the cost of that item and you'd easily be able to see if an item is worth or not. Also, the "value" of item depends on the timing and the matchups.
Well they both not really needed but pike is amazing,especially on sniper you should have it in most games
