Cause most of them have their region set to auto and eu west will have similar ping to eu servers for them
Russian server is in Stockholm for whatever fucking reason and auto-assigning regions often puts russians in EUW because there's often better ping there. Plus don't forget Russia itself is very large.
Because Russia is Europe. Also, very small ping difference (personally ~50ms in RU, ~70 in EW, ~80 in EE)

curious why people from russia are joining europe west when they barely can communicate in a secondary language as english ? , i mean i'm from sweden so obviously my mother tongue is swedish , but come on its not hard to learn a language that is used most of the times on the internet/movies , fyi i speak arabic and german aswell and currently learning japanese , spanish , serbo-croatian . The reason why i'm not learning the russian language is due to a fobia to become as dumb as them. simple as that .
