i think it's an attempt to gives dire a slight advantage over radiant to help balance both sides.
hp regen is better no doubt, allows you to jungle earlier and not take as much dmg

I find it a bit strange. Radiant gets mana regen in their safelane and Dire gets health regen on theirs. I doubt it makes too much difference but nonetheless
