Drums is going to make no difference in the damage that your ulti does, i dont see how you would win a fight with drums but you would lose it with vanguard.
I dont even care if you hate vanguard on spectre, but saying that vanguard is bad in spectre but drums is good is bullshit.
I agree with you but spectre illusions are different, they usually are ignored in the fights so i would say that your hero HP matters the most, and yes drums benefits your team but someone else can get it.
sure you can try to ignore them, but aoe is a always a factor in teamfights. also, drums has an active that gets burned through so quickly, its often picked up by more than one hero, and what happens if you dont have a drums holder on your team other than spectre?
buildup is better for vang, offers more survivability so you can be on the front lines more but offers less to the team as a whole, plus stats are actually quite nice on spec since her manapool is kinda godawful.

Dude you need those stats so your illusions of your long CD ulti who are usually ignored mid game gets 170 ~ hp more.
and the mana dude so you can spam your one skill and your long cd ulti
and the MS because you dont have a skill that makes you go fast
